The primary aim of the University is the knowledge Generation and communication at the highest level, and training in ethics, cultural, technical and professional education, helping to clarify the problems and needs of all kinds in the region for the benefit of man and extending its action and service to the Community to which it belongs, in a climate of freedom, justice, equality and solidarity.

The objectives of the University are the scientific studies of the social, political and ideological problems and to form integral and interdisciplinary the members of the University and instil them to the critical spirit and of the same time the sense of personal and social responsibility of civic and ethical reaffirmation of their democratic and republican convictions, within a framework of plurality and respectful dissent.

The main activities of the University are the development of tasks of higher education through the various Faculties of the University for obtaining degrees and postgraduate courses and research activities in science and technology for sustainable development, creating, within their budgetary possibilities, scholarships and the every necessary assistance to enable the studies to who lack the economic means. Also the University promotes and organizes relations and the exchange of researchers, professors, graduate students with other Universities in the country and abroad.
