Development of a management potential of the HEE heads all over Russia based on informing them about the best domestic and foreign practices in the sphere of higher education. Creation of the informational resources devoted to the problems of the university management, which should be available to all. Teaching and consulting the HEE heads about the contemporary technologies of the university management.

To modernize management and planning system of the university and other higher education institutions in the Russia; To develop a long-term strategy for institutional development of the university in context of local and regional social and economic development; To develop and introduce new approaches and new informational technologies in management and planning of higher education institutions; To develop various networks of regional, national and international collaboration in the field of management and planning of higher education institutions.
