UNESCO's study: Chile's education system promotes inequality
The Regional Office of Education for Latin America and the Caribbean (OREALC / UNESCO Santiago), motivated by the issue's priority of education in the public agenda in Chile, highlighted by the student movement, has conducted a comparative study on the regulatory framework governing education, to contribute for the understanding of the challenges and opportunities that exist.
The study, led by Vernor Muñoz, former Special Rapporteur of the UN on the right to education (2004-2010) - Member of the Deliberative Council and the Regional Fund for Civil Society-Education makes a comparison between educational laws of Argentina, Uruguay, Finland and Chile, with emphasis on the latter. "We requested this study as a way of contributing to informed debate in order to progress, with input from all stakeholders towards the continuous improvement of the Chilean educational system," said Jorge Sequeira, Director of the Regional Office of Education of UNESCO for Latin America and the Caribbean.
The study begins with a review of the conceptual framework of the right to education, as defined by international treaties that Chile has signed. The paper analyzes the situation from their main areas: availability, accessibility, acceptability and adaptability. From these elements, the study helps to define the obligations of the State related to education, not only in general terms, but also regarding its specific application.
