Mohsen Aboulnaga has more than thirty years of experience in higher education, government, senior management, and consultancy in Energy efficiency, Energy Policy Development, and Sustainable energy and green city as well as academic positions of which 18 years were in the UAE.  Dr Aboulnaga is a Professor of Sustainable Built Environment at Faculty of Engineering, Cairo University and Government Strategy and Policy Advisor. He is also an Associate and Senior consultant – Strategy and Sustainability at Oil and Gas Skills (OGS) - the Human Development arm of the Ministry of Petroleum and an Associate Expert at the Regional Centre for Renewable Energy and Energy Efficiency (RCREEE).  

Between December 2014 and till date, Dr Aboulnaga is a Senior Advisor and National Expert of the “Clean Energy Savings Mediterranean Cities – CES-MED” project, a funded project by the European Union (2013-2017). In October 2015, Dr Aboulnaga has been appointed Senior Expert by Human Dynamics Consortium – KG and in May 2016 has been appointed by EU and Ministry of Foreign Affairs, the National Expert of CES-MED project in Egypt to develop the National Recommendation report on Sustainable Urban and Energy Savings Actions (SUESA) for Egypt, as part of CES-MED project, beside he has been invited Expert and participated in the 5th Steering Committee Meeting (5th of May), as part of the framework of the European Union funded projects "Cleaner and Energy Saving Mediterranean Cities" (CES-MED) and "Sustainable Urban Demonstration Energy Projects" (SUDEP), and the high-level conference on the Role of Local Authorities in Sustainable Energy Al-Skhirat, Morocco from 4 to 7 May, 2015.

Dr Aboulnaga is an expert on sustainability and green urban development, sustainable development, and Sustainable Built Environment, including energy efficiency, green building & cities in developing countries as well as the Gulf region and worldwide. His areas of competency include strategy planning, policy development, low-carbon society, green cities and sustainable building as well as renewable energy and climate change. Other area of expertise includes executive capacity building, coaching training and academic activities; develop vision, mission and strategic goals and action plan of academic programmes and coordination.

Dr Aboulnaga is a former Strategy & Policy Advisor – Environment & Infrastructure at The Prime Minister’s Office of the UAE (Feb 2009–April 2010) responsible for implementing and monitoring the federal Government Strategy (cycle 2008-2010). Prior to that, he held a position in the Capacity of Strategy & Policy Advisor at The Executive Council, Government of Dubai (May 2007–Jan 2009) where he developed many strategic projects, namely Dubai Government green building policy 2007, Dubai Heat Island Effect and Orthophoto Flyover project in collaboration with LBNL in USA, Detailed policy for a Sustainable Dubai Urban Development Framework 2020 & Green Building Guidelines for UAE Ministry of Public Works and LAS (Jan 2009). Dr Aboulnaga founded the Emirates Green Building Council in 2006 and was elected the first chairman of the Council and Board of Directors. Dr Aboulnaga holds an Honorary Fellow of the Institute of Green Professionals, USA. An Associate Partner at European Sustainable Development Network (ESDN) in Austria; and a registered expert with UNEP and ESCWA since 1997. In Dec 2013, he participated in the European Commission – Joint Research Centre (EC-JRC) expert meeting in Ispra, Italy to review the Sustainable Energy (EE & RE) Guidebook for ENPI South countries.

Prof Aboulnaga is an author of 6 books’ chapter by Elsevier and Springer (5 published and one is under process), and an invited speaker to more than 350 int’l and regional conferences, seminars, workshops and training programs; and has more than 165 international publications and presentations.  He taught at the University of Leeds, American University in Dubai and University of Dubai. He is currently teaching at Cairo University.  Dr Aboulnaga obtained his PhD from University of Leeds–UK, a Master in Housing Economics and a Bachelor of Architectural Engineering from Cairo University.
